Flash is more code based than dreamweaver. I never really got into it, but I'm not much of an animator.

Define "interactive." There are some very basic commands which you can learn to script very easily, and some of then can be found on online. If you want to make complicated graphics etc, sure, you need to know html fairly well. However, you can design most of a fairly basic to somewhat advanced website without ever touching the code window.

You have to take the time to learn the code and understand what you are doing. To create an interactive website you are probably going to need to know SOME Javascript, but before you do that, I suggest you learn some HTML. Also I have never used Flash for a webpage myself, but they definitely allow you to do some really cool things. DreamWeaver and Flash are both extremely useful programs but you will also need to take the time to learn how to code from the basics.
